If you are a Democrat, and if you have supported President Obama, you know that there are many instances when his shortcomings as an executive and manager result in mistakes that one cannot ignore. Implementing the Affordable Care Law with an automated support system was bound to have some flaws, yet the magnitude of deficiencies that has made the start-up a disaster is something that demands accountability.
At the beginning, the administration said that between 37 and 50 million people needed affordable healthcare solutions. Today, 2 million have signed on by the initial extended deadline. That means about 5.5% of the needy citizens have taken advantage of the program in the absence of an enforceable mandate. That is nowhere close to something one can quantify as a success.
Now, many citizens and most Democrats will cut the President some slack because Republicans have interfered with implementation by trying to defund it, and by failing to offer help in resolving problems. Yet, it was Kathleen Sebelius and President Obama who selected a dubious development and implementation team. It was there deficient management that created many problems. If it were not for a few smart people in the administration who jumped in at the last minute to rescue the program, Obama may well face impeachment.
Impeachment becomes relevant when a President is derelict in carrying out his duties. Was the President neglectful and responsible for the “Obamacare” system deficiencies. The answer is yes for these reasons:
- The President failed to appoint a qualified Secretary for Health and Human Services as she is not a healthcare professional and is not a healthcare systems expert. (As governor she had some experience managing public health and as a state insurance commissioner she knew something about the insurance business, but that was insufficient)
- The President failed to meet with sufficient frequency with HHS Secretary Kathleen Sebelius to assess progress.
- The President lacked knowledge about system design and development process due to absence of experience which resulted in his misreading the situation as being positive when it was not.
- The President failed to get help from his CIO and CTO in a timely manner.
The Democrats in Congress failed to offer added competence and needed assistance.
To his credit, President Obama pushed the needed law forward, and it is Constitutionally sound. Score the President A+ on intentions and D- on implementation resulting in a D- outcome.
Score Republicans F on intentions and F on support resulting adding to the failed outcome.
If Obamacare were the only significant problem, it would be characterized as a domestic issue with implications for the economy and health of the nation. That is significant.
But, Obamacare is not the only problem. National Security is a mixed bag as is foreign policy. Spying on American citizens isn’t something Americans need or want as Edward Snowden as exposed a deep flaw in the President’s approach.
Credit the President for the decision to eliminate Osama bin Laden. Credit the President for withdrawing from Iraq and Afghanistan. However, there is a story floating today that President Obama and his Homeland Security Secretary, Janet Napolitano has permitted known terrorists from Iraq to immigrate into the United States. If true, that would be another instance of having selected deficient management with deficient deputies for which their deficient performance places Americans at greater risk.
Napolitano’s handling the Boston terrorists is yet another example of how the administration’s mismanagement produces unacceptable outcomes.
As a followup, it turns out that at least a couple of Iraq terrorists was processed in by the Bush administration. But, you can bet that the department and its processes are a leaky sieve.

ABC News: Several dozen suspected terrorist bombmakers, including some believed to have targeted American troops, may have mistakenly been allowed to move to the United States as war refugees, according to FBI agents investigating the remnants of roadside bombs recovered from Iraq and Afghanistan.
The discovery in 2009 of two al Qaeda-Iraq terrorists living as refugees in Bowling Green, Kentucky — who later admitted in court that they’d attacked U.S. soldiers in Iraq — prompted the bureau to assign hundreds of specialists to an around-the-clock effort aimed at checking its archive of 100,000 improvised explosive devices collected in the war zones, known as IEDs, for other suspected terrorists’ fingerprints.”
Now, this may sound like old news, but the cumulative effect is the issue. If it continues, at what point does President Obama reach the state at which his opposition pushes for impeachment, and that initiative is joined by Democrats?
Well, it probably will not get to that point unless and until terrorist insurgents commit more crimes on American soil, and the administration’s hand is proven to be culpable in the outcome through derelict performance.
